From South Philadelphia (Walt Whitman Bridge):

Just after leaving bridge ramp merge onto I-295 S via exit 1A on the left toward Delaware Memorial Bridge. Take Route 295 South to Exit 24A (Route 45, Woodbury). Follow Route 45 South for approximately 3 miles. Route 45 becomes Broad Street. The office is located at the intersection of Broad and Cooper Streets.

Take 95 North to the Walt Whitman Bridge and proceed as above.
